Maine gas prices on the way up

AUGUSTA, Maine (AP) -- Gas prices in Maine are up nearly three cents per gallon in the past week.

Price-monitoring website MaineGasPrices.com reports Monday that the average retail cost of a gallon of gasoline jumped to $3.51.

The national average also rose about three cents in the past week, but remains well below the Maine average at $3.27 per gallon.

Current Maine prices are a nickel lower than a month ago and still 17 cents higher than at this time last year.

With exercise we take care of that immediately when you sign up for a CE-Fitness Program. You schedule your sessions and you are obligated to complete them in a given period of time. Sure I?m there for you with the phone, email or text if you need me ? but I?m not physically there to prepare your meals ? I?m not there help you out in choosing foods at restaurants etc.

So how much time are we talking about? Well, as for me personally ? preparing my meals requires sitting a bowl or plate on a scale and seeing how much I am eating ? and it requires looking at labels.

I would say I spend an extra 5-10 minutes a day total preparing food than the average person (after all sometimes there are delays ? even at fast food restaurants).

5. Learn what to eat ? This is another one that CE-Fitness Studios is really going to help out with.

What exactly do you eat?

?

Well you have two choices ? eat high fat, high calorie foods ? and eat very little; or eat low calorie, high protein foods and eat a lot, lot, more.

?

The reason for this is that you can fit a ton more veggies, lean meats, and low fat proteins in to a certain number of calories than you can high fat, high energy options.

?

Calories are calories, but what you choose determines how much food can go into the stomach to keep you satisfied.

?

4. Learn to accept yourself ? It?s hard to admit that you eat too much, exercise too little, or have any other imperfection.

?

I know this because I have this problem as well. But in order to fix your problem you must learn to admit that you have one.

?

The only people I can?t help are the ones who swear they are not overeating. It?s quite obvious when someone is eating too much ? so denying it is futile ? but it?s also a very natural ?defense mechanism?.

?

I remember having countless excuses when my business was failing years ago. I spent about a decade wallowing in a moat of self-pity ? blaming everything from lack of popularity to the government for ?holding me down.?

?

Then I finally let go of that ?defense mechanism? and literally had a serious talk with myself. I told myself I was not doing what was necessary to achieve success, and everything that had happened to me to this point in my life was my fault.

?

I cried, screamed, and had a pity party ? then I emerged a new man. I began to go after my goals and put in the sweat equity ? and now I am very successful with many, many more aspirations and goals to achieve.

If you want to succeed, there is no substitute.

Learning that life lesson removed the ?cap? that was limiting me ? and honestly now I see very few limits. In fact, if I told you my future goals ? goals that I truly believe I will achieve ? you would think I was smoking something.

?

The same happens with fitness. If you are trying to lose body fat/weight/inches and nothing is happening you are doing something wrong.

?

And doing something wrong is FINE! Now you know what to fix. Let go of the need to be perfect and enjoy being wrong ? because that means you can now fix things and be RIGHT!

?

Remember it?s not who is right, but what is right.

?

3. Motivation ? In order to achieve anything in life you must have a goal, and you must be motivated to achieve that goal.

?

A personal trainer can help you stay motivated ? through the ?love osmosis? we talked about earlier ? and also by reinforcing your goals. Repeating them to you and helping you to visualize the final product.

?

A good personal trainer will not only show you the way, but they will also make you excited to get on the path!

?

If you have a good personal trainer there will never be any doubt whatsoever that they care about you. There will never be a thought about whether they want you to succeed, and they will always treat you like a person ? never a pawn in their own game.

?

A good personal trainer makes a living as a side effect of helping people ? they don?t help people as a side effect of making a living.

?

2. Accountability ? This one almost made number one ? but I think you?ll see what it didn?t quite measure up in a minute.

?

You simply must do what needs to be done to get to a goal ? and doing what needs to be done consistently is often the hardest part.

?

You have a life ? you don?t want to set aside the time to work out, prepare a meal, or check your waist measurement.

?

You have kids, work, relationships, family, and countless other responsibilities.

?

CE-Fitness is all about keeping you accountable ? by looking at the scale, your current condition, what condition you are going for ? your measurements, photos, and more.

?

Doing this yourself is hard ? and let?s be honest ? do you really know what you are looking for besides a dropping scale number?

?

The body gives messages that are hard to decipher and can quickly lead to your saying ?well, this isn?t working ? let?s go to KFC.?

?

You need to know if what you are doing is working, and you also need someone to keep you from beating yourself up when results aren?t coming as quickly as you want them to.

I could go on and on but accountability is such a vast subject we will stop here for now. There could probably be a whole book written on this.

Suffice to say that a good personal trainer will keep you accountable without biting your head off if you have a bad week.

1. Health ? This is the big one.

You?ve probably heard ?If you don?t have your health, you don?t have anything? before. It?s true.

Health is the number one priority and a personal trainer should be able to improve that exponentially with a good exercise program.

?

There is nothing more important than your health.

In addition, a good personal trainer should be able to improve your health once again by giving you a scientifically backed nutrition program that you will follow.

?

Notice I said ?you will follow?. The nutrition thing is really in the client?s hands ? once the Trainer walks out the door he or she has no control over the client?s nutritional habits.

?

But if the plan is followed you should expect huge drops in blood pressure, amazing improvements in blood glucose readings, and an overall feeling of health and vitality.

?

You can expect to be on the earth for more time, reducing risks for serious disease ? but more importantly you can expect more quality from those years.

?

More running and playing with the kids and grand kids. More days that you feel like going out and enjoying this amazing planet, your family, friends and loved ones.

Can anything be more important than that? I don?t think it can, and that?s why I?m wrapping this list up with Health.

US to reimburse $688 million to Pakistan for cost of troops on Afghan-Pak border

Egypt protesters march toward president's palace

CAIRO (AP) ? Thousands of Egyptians marched toward the president's palace early Friday afternoon for another day of demonstrations against the president while thousands of his Islamist backers gathered outside the country's most respected Islamic institution for a funeral for two men killed in Wednesday's bloody clashes.

Amid the rival rallies and marches in Cairo and in the cities of Alexandria and Luxor, the public standoff continued over what opponents call the Islamist president's power grab.

In a televised address late Thursday, an angry Morsi refused to call off the vote on the disputed constitution. He accused some in the opposition of serving remnants of Mubarak's regime and vowed he would never tolerate anyone working for the overthrow of his government.

He also invited the opposition to a dialogue starting Saturday at his palace, but he gave no sign that he might offer any meaningful concessions. Morsi's opponents replied they would not talk until Morsi cancels his decrees.

The president's remarks were his first comments to the public after bloody clashes outside his palace on Wednesday, when thousands of his backers from the Muslim Brotherhood fought with the president's opponents. Six people were killed and at least 700 injured.

The speech brought shouts of "the people want to topple the regime!" from the crowd of 30,000 Morsi opponents gathered outside his palace ? the same chant heard in the protests that brought down Mubarak.

Since the crisis erupted, the opposition has tried to forge a united front. The squabbling groups created a National Salvation Front to bring them together, naming Nobel laureate Mohamed ElBaradei, the country's top reform campaigner, as its leader.

Speaking on the new umbrella group's behalf, ElBaradei responded to Morsi's speech in his own televised remarks, saying that Morsi's government showed reluctance in acting to stop Wednesday night's bloodshed outside the palace. He said this failure has eroded the government's legitimacy and made it difficult for his opposition front to negotiate with the president.

ElBaradei said Morsi has not responded to the opposition group's attempts to "rescue the country" and that the president had "closed the door for dialogue" by "ignoring the demands of the people."

After Friday prayers, protesters began marching to the palace from several different directions.

Protesters are demanding that Morsi rescind decrees that give him almost absolute power and push an Islamist-friendly constitution to a referendum on Dec. 15. The decrees sparked a crisis that has boiled for more than two weeks. Demonstrations have reached the size and intensity of those that brought down President Hosni Mubarak early last year.

The April 6 movement, which played a key role in sparking the uprising against Mubarak, called its supporters to gather at mosques in Cairo and the neighboring city of Giza to march to the palace. They termed Friday's march a "red card" for Morsi, a reference to a football referee sending a player off the field for a serious violation.

Egypt's military intervened on Thursday for the first time, posting tanks around the palace and stringing barbed wire.

Also on Friday morning, thousands of Brotherhood members gathered in Cairo outside the mosque of Al-Azhar, Egypt's most respected Islamic institution, for the funeral of two members of the fundamentalist group who were killed during Wednesday's clashes.

During the funeral, thousands Islamist mourners chanted, "with blood and soul, we redeem Islam," pumping their fists in the air. "Egypt is Islamic, it will not be secular, it will not be liberal," they chanted as they walked in a funeral procession that filled streets around Al-Azhar mosque.

Ultraconservative Islamists known as Salafis are organizing their own rally Friday against what they say is biased coverage of the crisis by private Egyptian satellite TV channels.

Criticism is growing from Egyptian journalists, including those working for state-run news organizations, over what they say are attempts by Islamists to control themedia.

On Thursday, dozens of Egyptian journalists from the state-run Al-Ahram daily held protests in front of the paper building denouncing the editorial policy of the paper. The paper had been seen as the mouthpiece under Mubarak's rule.

Also on Thursday, prominent television presenter Khairy Ramadan resigned on air after the private network he works for banned prominent opposition leader Hamdeen Sabahi from appearing on air for an interview.

The TV network is owned by a businessman who was believed to be linked to old regime.

This resignation came hours after the head of state television resigned in objection to official coverage of the crisis.

Egypt's Ministry of Information is led by a Muslim Brotherhood member who recently permitted female presenters to wear veils on air.

Egyptian activists circulated footage on Facebook and Twitter that they said showed that state TV was turning a blind eye to Wednesday's clashes outside the president's palace.

(AP) ? The Rolling Stones will join the artists already booked for next week's televised Superstorm Sandy benefit show in New York City, which producers said Friday would be the most widely available live concert ever.

The Stones join a trio of 1960s British rock royalty on the bill, including Paul McCartney and the Who. Among the other artists scheduled to appear are Bruce Springsteen & The E Street Band, Alicia Keys, Kanye West, Eric Clapton, Eddie Vedder, Billy Joel, Roger Waters and Chris Martin.

The "12-12-12" concert at Madison Square Garden will be available on television or online to some 2 billion people, said James Dolan, one of the producers. A total of 34 U.S. television networks have agreed to show the concert, which begins at 7:30 p.m. EST on Wednesday.

Harvey Weinstein, the movie executive who is producing the show along with Cablevision chief Dolan and John Sykes, head of Clear Channel Communications Inc., said that $30 million has been raised for victims of the storm, which hit the New York City region hard on Oct. 29. The "Concert for New York," a benefit run in the wake of the 2001 terrorist attacks, had raised $19 million by the same point on its way to a total of $65 million. The Robin Hood Foundation will distribute proceeds of the Sandy benefit to storm victims in New York, New Jersey and Connecticut.

The concert is sold out. Producers urged fans who don't already have tickets not to buy them through brokers like StubHub, where people have been trying to sell seats at a price higher than the list prices of $150 to $2,500. Weinstein said there were counterfeit tickets offered for sale.

While StubHub has agreed to donate its fee for selling tickets to the Sandy relief efforts, producers say there's no way to recover markups that scalpers receive. They had no estimate of how many of the tickets were bought by people or companies that intended to resell them.

"We're not going to make that our focus," Dolan said.

The concert lineup is "99 percent" set, Sykes said. McCartney is the closer, followed by a finale involving many artists. It's scheduled to end around midnight, but may go longer.

"We're not going to pull the plug," Weinstein said.

Many actors and other personalities will introduce segments profiling storm victims, including Sean Combs, Brian Williams, Jon Stewart, Jamie Foxx, Chris Rock, Chelsea Clinton, Adam Sandler, Seth Meyers and Leonardo DiCaprio.

The participating U.S. networks do not include the major broadcast networks. The lineup will include HBO and Showtime, public broadcasting stations in New York and Philadelphia, and a host of smaller cable networks like the Cooking Channel, Military History and VH1 Classic.

Tennessee taps Jones to replace Dooley as coach

KNOXVILLE, Tenn. (AP) -- Butch Jones wasn't Tennessee's first choice as its next football coach. The Volunteers believe the former Cincinnati coach will prove he's the right choice.

Tennessee announced Friday morning that Jones had agreed to become its fourth coach in six seasons, ending a tumultuous couple of days for both parties. Tennessee has scheduled a Friday afternoon news conference to announce the hiring, which was first reported by VolQuest.com.

"It is truly an honor and a privilege to be a part of the Vol Nation!" Jones, 44, tweeted Friday morning.

Jones has a 50-27 record in six seasons as a head coach. He went 27-13 in three seasons at Central Michigan and was 23-14 at Cincinnati the last three years. He now faces the task of rebuilding a former Southeastern Conference power that has posted three consecutive losing seasons.

Tennessee went after at least two other candidates before hiring Jones.

During the 19-day search to replace Derek Dooley, who was fired Nov. 18 after going 15-21 in his three-year tenure, the Volunteers contacted ESPN analyst and former Super Bowl-winning coach Jon Gruden, who indicated he wasn't interested. The Vols then pursued Charlie Strong, who said Thursday he had turned down their offer and would stay at Louisville.

Jones, meanwhile, was apparently waiting for a job like Tennessee.

On the same day Strong made his announcement, Jones rejected an offer to take over Colorado's program. He also had been linked to the Purdue coaching job before withdrawing his name from consideration.

Jones' hiring means each of the four Southeastern Conference teams that fired coaches this year have filled their vacancies.

Kentucky hired Florida State defensive coordinator Mark Stoops last week to replace Joker Phillips. Arkansas hired Bret Bielema away from Wisconsin on Tuesday to take over for John L. Smith. Auburn selected Arkansas State's Gus Malzahn on Tuesday as the replacement for Gene Chizik.

Jones becomes Tennessee's fourth coach in a six-season stretch, not including offensive coordinator Jim Chaney's stint as interim head coach in the 2012 season finale after Dooley's dismissal. Phillip Fulmer was fired in 2008 after posting a 152-52 record. Lane Kiffin coached Tennessee in 2009 before leaving for Southern California. Dooley lasted three years.

After winning at least eight games for 16 consecutive seasons from 1989-2004 and posting double-digit wins in nine of those years, Tennessee hasn't earned more than seven victories in any of its last five seasons. The Vols went 5-7 this fall for their fifth losing season over the last eight years. This also marks the first time since 1909-11 that Tennessee has finished below .500 three years in a row.

Tennessee athletic director Dave Hart said at the start of the search that head coaching experience was "critically important" and that he wanted a coach who "knows the difficulty of climbing the ladder in the SEC." Jones lacks SEC experience, but he has a career winning percentage of .649. Jones' teams have earned at least a share of a conference title in four of his six seasons as a head coach.

After replacing Notre Dame coach Brian Kelly at Central Michigan and then again at Cincinnati, Jones maintained the momentum his predecessor had established at each school.

In Jones' three-year stint at Central Michigan, the Chippewas won two Mid-American Conference championships and posted a combined league record of 22-3. Jones went 4-8 in his first year at Cincinnati, but the Bearcats are 19-6 since and have tied for first place in the Big East each of the last two seasons. Cincinnati's 2011 season included a 45-23 loss at Tennessee.

Jones signed a contract extension after the 2011 season that includes a $1.4 million buyout if he left before Jan. 1. Cincinnati has named defensive line coach Steve Stripling its interim head coach for the Dec. 27 Belk Bowl against Duke in Charlotte, N.C., while it begins searching for Jones' permanent successor.

"There is no timetable to make the hire," Cincinnati athletic director Whit Babcock said Friday. "Making the right hire is better than the quickest hire, but admittedly sooner is better if possible."

Jones' background as an assistant is entirely on offense, but one of his biggest challenges at Tennessee initially will be strengthening a defense that allowed the most points (35.7) and yards (471.4) per game of any SEC team this season. The Vols hadn't allowed that high a scoring average since 1893, when they gave up 42.7 points per game while playing a six-game schedule. They hadn't yielded that many yards per game since at least 1950, the earliest year Tennessee's sports information department has that statistic on file.

The makeup of Jones' first offense at Tennessee also remains uncertain, at least for now.

Starting quarterback Tyler Bray and star wide receivers Cordarrelle Patterson and Justin Hunter all are projected as first- or second-round draft picks if they choose to turn pro rather than returning to school for their senior seasons. Bray threw for 3,612 yards and 34 touchdowns this year to rank second on Tennessee's single-season list in both categories, behind Peyton Manning's 3,819 yards and 36 touchdown passes in 1997. Hunter caught 73 passes for 1,083 yards and nine touchdowns. Patterson gained a school-record 1,858 all-purpose yards.

Junior offensive tackle Ja'Wuan James also has been mentioned as a possible draft candidate.

Last year, more than 40,000 people in Western Scandinavia may have been affected by infections caused by ticks. SEK 17 million has now been invested in a joint Nordic project to coordinate initiatives to combat the dramatic increase in tick-borne diseases.

"Since the countries within the region share this problem, we can work more closely together to draw up joint guidelines for reporting, diagnosis, treatment and vaccination", says project manager Tomas Bergstrm, a researcher at the Sahlgrenska Academy, University of Gothenburg, Sweden.

The number of people becoming ill as a result of infections caused by tick-borne bacteria and viruses has risen significantly in the region surrounding the seas of resund, Kattegat and Skagerrak.

It is estimated that more than 40,000 people fell ill during 2011. However, comparing the figures between the individual countries is not easy, with many cases going unreported.

But the researchers know one thing for certain: the number of ticks in the region has reached record levels, probably as a result of climate change.

A total of SEK 17 million has therefore been invested in the ScandTick project by the Norwegian Institute of Public Health, Region Vstra Gtaland and Swedish, Norwegian and Danish hospitals, with support from the EU INTERREG programme, with the initial aim of countering the most serious tick-borne diseases: TBE and Borrelia.

"The growing number of cases of Borrelia and TBE infection has had a negative impact on public health in the region," says project manager Tomas Bergstrm, a researcher at the Sahlgrenska Academy, University of Gothenburg. "At the same time, inadequate diagnostics mean that many people never receive healthcare or vaccines. This leads to significant costs for society in the form of doctor's visits, healthcare costs and long-term illness."

The lack of consensus is illustrated by the fact that there is a new, effective vaccine against TBE, which is often not used due to strategies for recommending the vaccine being lacking or insufficient.

"We want to improve preventive work within the region, and to develop information for the public and for healthcare workers", continues Tomas Bergstrm.

Foxconn is planning an expansion of its American operations. Foxconn is known for manufacturing Apple products, along with those from companies such as Samsung and HTC, and this news comes after Apple CEO Tim Cook announced that one of Apple?s Mac lines will be manufactured in the United States starting next year, with Apple investing $100 million in that operation. It is not known at this time if Foxconn will partner with Apple for this Mac line. As Bloomberg reports, the challenges facing Foxconn in this expansion are primarily about skill level and experience:

?Supply chain is one of the big challenges for U.S. expansion,? Woo said. ?In addition, any manufacturing we take back to the U.S. needs to leverage high-value engineering talent there in comparison to the low-cost labor of China.?

Foxconn Chairman Terry Gou, who founded the maker of iPhones, iPads, PlayStations and televisions in Taipei 38 years ago, wants to bring U.S. engineers to Asia to train them in manufacturing before deploying them back home, he said at a forum last month.

Foxconn already has a presence in the United States, with factories in Texas and California that manufacture partially-assebled products. But expansion into the United States comes as the electronics manufacturer is increasingly under fire for its labor practices in China, and more and more of the mainstream has become aware of just where their gadgets come from. Though both the processors and glass for iPhones are produced in the United States, many have called for Apple to manufacture the phones themselves here as well. With Foxconn expanding their U.S. manufacturing, the day when iPhones say ?Made in the United States of America? might be closer than we think.

What do you think of a company that uses taxpayer subsidies to sell its services to public school districts--and to advertise?

What would you think if that company offered online educational "services"?

Well, such companies exist. ?One of the most prominent is called K-12. ?It's interesting that its name is also the generic term for the schooling most Americans get. ?How many people, in doing research about public schooling, have Googled "k-12" and come up with the company's website.

Turns out, they've been getting nearly the same amount of money, per-pupil, for their online schooling as most brick-and-mortar schools get. ?And what does this company--founded by former banker Robert Packer, and whose initial investors included Michael Milken and his brother Lowell--do with that money?

It increases enrollments in order to boost revenues. ?Then it increases teacher workloads in order to reduce the amount it spends on each student. ?And it lowers standards to give the appearance of "progress." ?As it happens, their students are less likely to meet even the standards posed by No Child Left Behind than students in brick-and-mortar schools.

And, to attract more students, it advertises, and pays handsomely for the privilege.

Now, I'm not against online education in principle. ?As K-12's founders like to say, many homeschooling parents use company's online platforms to supplement the instructors they're giving their kids. ?Some schools with few resources are doing the same. ?And it can also be a boon for kids who are victims of bullying in regular schools, or handicapped kids whose local schools may not be accessible or offer the facilities they need.

However, in order to benefit such students, companies like K-12 can't be mere profit centers for investment bankers. ?And it's simply reprehensible to let them make money on the taxpayers' dime and at the students' expense.

Citigroup to cut 11,000 jobs, a familiar story

(AP) ? Citigroup said Wednesday that it will cut 11,000 jobs, a bold early move by new CEO Michael Corbat.

The cuts amount to about 4 percent of Citi's workforce. The bulk of them, about 6,200 jobs, will come from Citi's consumer banking unit, which handles everyday functions like branches and checking accounts.

Citi said that it will sell or scale back consumer operations in Pakistan, Paraguay, Romania, Turkey and Uruguay and focus on 150 cities around the world "that have the highest growth potential in consumer banking."

The bank, the third-largest in the country by assets, did not say how many jobs it will cut in the United States.

About 1,900 job cuts will come from the institutional clients group, which includes the investment bank. The company will also cut jobs in technology and operations by using more automation and moving jobs to "lower-cost locations."

Investors appeared to like the move. They sent Citi stock up $2.17, or 6.3 percent, to close at $36.46 Wednesday.

Job cuts are a familiar template in a banking industry still under the long shadow of the 2008 financial crisis.

Banks are searching for ways to make money as new regulations crimp some of their former revenue streams, like trading for their own profit or marketing credit cards to college students.

Customers are still nervous about borrowing money in an uncertain economy. And they are still filing lawsuits over industry practices like risky mortgage lending that helped cause the crisis.

Citi fared worse than others. It nearly collapsed, had to take two taxpayer-funded bailout loans, and became the poster child for banks that had grown too big and disorderly.

After a long stretch of empire-building, it has been shrinking for the past several years, shedding units and trying to find a business model that's more streamlined and efficient.

Corbat became CEO in October after Vikram Pandit unexpectedly stepped down. Pandit had reportedly clashed with the board over the company's strategy and its relationship with the government.

While the job cuts are among the first major moves by Corbat, they are in line with Pandit's blueprint. Citi's roster of 262,000 employees is down from 276,000 at this time in 2009.

Glenn Schorr, an analyst for the financial services company Nomura, said that the cuts announced Wednesday might be considered too light by analysts and investors. But he said they were "a step in the right direction" and noted "substantial" job and cost cuts the company has made over the past seven quarters.

Bank of America and Morgan Stanley have also shed jobs over that period.

In a statement Wednesday, Corbat said his bank remains committed to "our unparalleled global network and footprint." However, he added: "We have identified areas and products where our scale does not provide for meaningful returns."

He promised that the bank would continue to trim, whether in "technology, real estate or simplifying our operations."

The paring hasn't always gone as well as Citi has hoped. This fall, for example, when Citi negotiated the sale of its stake in the retail brokerage Morgan Stanley Smith Barney, it got far less than it wanted from the buyer, Morgan Stanley.

Corbat said Citi "has come a long way over the past several years."

Citi said it expects the cuts to save $900 million next year, and more in the following years. They will be a drag, though, in the short term: Citi said it expects to record pre-tax charges of approximately $1 billion in the fourth quarter.

Are women leaders less corrupt? No, but they shake things up

WASHINGTON, Dec 4 (TrustLaw) - It is almost a clich? that getting more women into power is a good way to tackle corruption. Women, the argument goes, are less likely to take bribes or put personal gain before public good.

But is it true?

While many bristle at the suggestion that women are the "fairer sex," considering it simplistic and even sexist, a growing body of research hints that the ascent of women might indeed help dent corruption.

A deeper look shows the connection between gender and corruption is more complex than the clich? suggests.

It is not that women are purer than men or immune to the pull of greed. Rather, the link appears to be that women are more likely to rise to positions of power in open and democratic political systems, and such societies are generally more intolerant of wrongdoing, including the abuse of power and siphoning off of public money.

"It's not about having more women in politics and saying, 'Ah, that will change everything,'" said Melanne Verveer, U.S. ambassador for global women's issues.

"It's about changing the gender imbalance and then we could do a better job of tackling our problems. From what we can glean, you can tell this would have a salutary effect."

So it might not be a direct cause, but anecdotal evidence would seem to support the view that with more women in public office the quality of government improves, and with that. corruption falls.

In Lima, Peru, for instance, a field study by Sabrina Karim found that public perceptions of whether bribery was a major problem among traffic police had plummeted in 2012 compared with 14 years earlier. The change came after recruiting 2,500 women to patrol the streets.

A separate public opinion survey showed 86 percent approval for the job done by female traffic officers. From the point of view of the female traffic police, Karim, now a doctoral candidate at Emory University, found that 95 percent of those surveyed thought the presence of women on the force had reduced corruption and 67 percent believed women were less corrupt.

Mexico has copied Lima and introduced women officers as a way to tackle corruption.

India also has seen changes since a 1993 law reserved 30 percent of seats on village councils for women. The World Bank's annual World Development Report this year credited this change for increasing the provision of clean water, sanitation, schools and other public goods in the villages, and for lower levels of corruption.

The World Bank report found that bribes paid in Indian villages headed by women were 2.7 to 3.2 percentage points lower than in those led by men. When men control all the levers of power, researchers say, money is more likely to be invested in big-ticket construction projects such as road building where corruption is rife, rather than in schools or clinics.

BREAKING THE OLD BOY'S NETWORK

Mahnaz Afkhami, who was minister of state for women's affairs in Iran from 1975 to 1978, thinks raising women's voices can have a significant impact on the quality of government.

"There is a direct relationship between the level of democracy and the presentation of women in leadership and the quality of governance," said Afkhami.

"They are not part of the old boy's network and they are less willing to take for granted that this is the way things are done," she said.

Afkhami is now president of Women's Learning Partnership, a training and advocacy center for women leaders based in Maryland. During her tenure in Iran, she oversaw women gaining equal rights to divorce, support for employment, maternity leave and childcare.

In Nicaragua, a councilman soliciting sex in return for metal roofing for her home prompted Aurora Arauz to run for a seat on the municipal council.

Arauz was president of a women's cooperative and trained in her legal rights, so she filed a police complaint when the council member sought a sexual bribe, the U.N. Development Programme reported in a study published in October on women's perceptions of corruption. The council threw the man off the body and held a special meeting to improve services for women, including naming Arauz as a women's coordinator.

All these examples reinforce an influential World Bank study in 1999, which found that for every standard deviation point increase in women in public office above 10.9 percent, corruption declined by 10 percent.

NOT THAT SIMPLE

Sri Mulyani Indrawati, who as Indonesia's first woman finance minister earned a reputation as a tough reformer, agrees that at the grassroots level, more women in government can have an important impact particularly on how resources are allocated.

Women think of the welfare of children first and whether they have enough food to feed the family, whereas men can be less sensitive to public needs and serve their own interests, she said. "They are just being comfortable among themselves and are not having other views," she said.

At the national level, however, Indrawati and other experts said the impact of more women in power was less clear and it is too simplistic to say women clean up government.

Today, women hold a record 20.2 percent of seats in national legislatures, more than double their number in 1987, according to the Inter-Parliamentary Union. Rwanda for example allots half its parliamentary seats to women.

Despite these gains, corruption is scarcely in retreat.

A Gallup poll of 140 countries released in May found that two-thirds of adults worldwide believed corruption was widespread in business and in their countries. Widely watched governance indicators from the World Bank likewise show that the number of countries that have improved their corruption scores is roughly similar to those that have deteriorated.

Helen Clark, who served nine years as prime minister of New Zealand, said there is no specific proof that women are any less corrupt than men. Instead, integrity may be more a function of opportunity and the way society operates than of gender, she said.

"There is a growing body of evidence that corruption operates in specific political and social networks to which women do not usually have access - particularly when women are new to positions of power," said Clark, who is the first woman to head the U.N. Development Program.

A new study titled "Fairer Sex or Purity Myth?" by researchers at Rice University and Emory University lends support to the idea that it is institutional structures that matter most, and that women's political gains are a result.

The report found that in autocratic regimes with strong male hierarchies, more women in power had little measurable impact on corruption, but that in more open, democratic political systems the change was noticeable.

The researchers speculated that the difference may be partially because women are less apt to take risks. They cite two different behavioral studies from 2003 and 2008 that show women are just as ready as men to take bribes, but they are more cautious if there is a good chance they will be caught.

In autocratic regimes, women are more likely to have gained power through male patronage, and if corruption is the norm within the male hierarchy, women are less likely to speak out for fear of losing their jobs, they said.

The opposite happens in open and democratic governments. The risk of getting caught is higher where the legal system functions well, and where voters are more likely to punish corruption at the polls. Because they tend to be risk-averse, women are doubly cautious, they said.

This could help explain why corruption in a patriarchal culture like India remains so pervasive despite women's increased political participation, while in open and transparent Nordic countries it is low.

Indeed, a new U.N. study examining 3,000 elected women and men in Indian villages noted that the social and cultural environment does play a powerful role. If women face low levels of literacy, poor training, a large housework burden, live in male-dominated societies and are financially and socially dependent on fathers and husbands, public positions for women have less impact on corruption and governance.

Lavina Banduah, executive director of the Sierra Leone branch of Transparency International, which watches out for graft worldwide, sees the problem daily in her country, which ranks high for corruption and low for accountability on governance indicators.

"Women cheat other women," Banduah said. "In the marketplace, it is women who are using the dubious means and weighting the scales."
