Jump in oil exports a bright spot for port in 2012

Crude oil exports through Port Metro Vancouver climbed 35 per cent last year ??one of the few areas of hefty growth for port shipments in 2012.

The port says 50 oil tankers loaded at the Burnaby terminus of the Kinder Morgan pipeline, up from 34 the year before.

The record in a single year was 69 tankers in 2010, but that's expected to be shattered if a proposal to twin the Trans Mountain pipeline is approved, bringing up to 400 tankers a year through Vancouver harbour as soon as 2017.

Total cargo shipments through Port Metro Vancouver were up just one per cent.

Coal exports totalled 32.7 million tonnes, about 70 per cent of it for steel-making, not power production.

That was still up 0.5 per cent but less than expected because Westshore Terminals' main coal berth was knocked out of service after a ship crashed into it Dec. 6.

Potash shipments were also down because China was refusing to buy during price negotiations with Canadian exporters.

"Those two things took our growth down a little bit," Port Metro Vancouver president and CEO Robin Silvester. "Overall it was a pretty solid year."

Container traffic through the port grew eight per cent, setting a new record of 2.7 million containers shipped.

More containers destined for the U.S. were also handled and Silvester said that's a credit to ongoing efforts to make handling containers and hauling them through the Lower Mainland more efficient.

Silvester said 300 container-hauling trucks now have GPS units installed and the port aims to increase that to about 1,000, or half the fleet.

The resulting data is expected to help terminals and truckers connect more efficiently, hopefully reducing the long waits truckers often spend in lineups at container terminals.

Silvester said the GPS units will also show which trucks are using roads that aren't designated truck routes so that can be stopped.

Planning continues on the proposed Terminal 2 at Deltaport that would double container-handling capacity there.

Silvester predicts environmental permitting applications will be filed within 12 months.

He said the new container terminal will add 18,000 permanent jobs.

"It's a critically important project for the port and for the Lower Mainland and for Canada."

As for controversial plans to add coal export capacity in the region, Silvester said he's not sure when the port will decide on whether to okay a proposed new coal terminal at Fraser Surrey Docks.

"There really isn't a timeline," he said. "We'll make a decision when all the questions are answered that need to be answered."

He said there are no grounds that he sees to "rewind" the recent approval of a project to expand the export capacity of Neptune Terminals' coal facility in North Vancouver.

Environmental groups that oppose coal exports have argued the approval process was flawed.

The port's two automobile import terminals on the Fraser River brought in 380,000 new vehicles last year, a 29 per cent rebound from 2011, when Japanese car exports plunged due to that year's earthquake and tsunami.

Virtually all Asian vehicles destined for Canada arrive here.

"If you're driving an Asian-built car anywhere in Canada, right across to Newfoundland, it came in through the Fraser River," Silvester said.

While much of the oil expected to flow through the Lower Mainland in future years would be bound for Asia, 80 per cent of the crude exports last year went to the U.S., mainly California.

"Airstrikes by the U.S.-led coalition killed 126 Afghan civilians last year, a nearly 50 percent drop from the year before, the U.N. said Tuesday. The report came a day after President Hamid Karzai banned government forces from requesting foreign air support during operations in residential areas. The overall civilian death toll in 2012 also declined some 12 percent to 2,754, compared with 3,131 the previous year, according to an annual report by the United Nations Mission to Afghanistan that tracks statistics in the 11-year-old war."

You may have heard that the private Finnish copyright enforcement agency CIAPC (the same creeps who confiscated a 9 year old girl's Winnie the Pooh laptop because she downloaded a song from an artist whose CD, t-shirt and concert tickets she went on to buy) have ripped off the sourcecode for The Pirate Bay in order to launch a website opposed to The Pirate Bay. In response, The Pirate Bay has reported CIAPC to the economics crimes unit of the Finnish police.

The ?parody? defense doesn?t apply under Finnish law, TPB argues, citing a recent case in Finland.

?In a similar case, the prosecution and the Helsinki Court of Appeals have found that a parody site can violate the moral rights of the original author. Changing the logo or making slight edits to the text are not enough to remove this liability,? they informed the police...

?While The Pirate Bay may have a positive view on copying, it will not stand by and watch copyright enforcing organizations disrespect copyright,? Pirate Bay?s Winston says in a comment.

?CIAPC is like an ugly high school bully without friends. It?s time to take a stand. Cyber bullying is a serious matter to us all,? Winston continues.

Should The Pirate Bay be awarded damages they won?t keep that money for themselves. Instead, the money will go to the 9-year old girl who was ?harassed? last year.

But, even if they ?lose? it wouldn?t be a big deal, as that?s a win for the right to parody.

This right to parody is part of a new copyright law proposal in Finland, crowd-sourced by the public. Besides parody exceptions the Common Sense in Copyright campaign also aims to get rid of harsh punishments for non-commercial file-sharers.

I love that even if they lose, it will establish the case for a parody exception to Finnish copyright law, which The Pirate Bay supports and which CIAPC vehemently opposes.

Researchers at the UPV/EHU-University of the Basque Country have analyzed the incidence in the Spanish population of genetic variants linked to alcoholism

Research done at the UPV/EHU-University of the Basque Country has determined the frequency of genetic variants linked to alcoholism for the Spanish population, and its incidence not only in individuals with a high level of alcohol intake, but also in individuals with alcohol dependence. Furthermore, the broad presence of women in the sample has made it possible, for the first time, to associate some of these genetic variants with a high level of alcohol intake in women. The results have been published in various top, international journals worldwide, like the journal Addiction, a leader in the field of misused substances.

Alcohol intake is a significant health and economic problem in Spain. Between 2% and 20% of the Spanish population are reckoned to be individuals who abuse alcohol intake, and even though it is not a unique problem since the aetiology of this imbalance has been established in genetics and in environmental variables, many studies have shown that there are genetic endowments that can confer greater susceptibility to alcoholism. For example, some variations in enzyme-encoding genes that break down the alcohol molecule are known to be closely associated with a higher intake, since they cause a variation in its metabolization rate which can be up to 30 times higher.

The pieces of research conducted by David Celorrio-Herrera of the BIOMICS research group at the UPV/EHU has focused on the study of different genetic variants in samples of the Spanish population for whom it has been possible to determine a statistically significant incidence in alcohol abuse. Specifically, the enzyme-encoding genes involved in the alcohol metabolization process and genes that encode receptors and enzymes linked to the dopaminergic system have been analysed. "The aetiology of addiction is due to a disorder in the system that regulates dopamine, since this neurotransmitter modulates the reward-response system in the brain," remarks Celorrio.

The incidence of single nucleotide polymorphisms (SNPs) variations of a single "letter" on specific points of the gene has been studied in all the cases. Within the family of metabolic genes the SNPs of the genes ADH1A-ADH1B-ADH1C, ADH4, ADH6, ALDH2 and CYP2E1 have been analysed; "70 % of the alcohol is broken down by enzymes encoded by these genes" points out Celorrio. Of the genes in the dopaminergic system, the SNPs analysed correspond to the genes TH, SLC18A2, DRD1, DRD2, DRD3, MAOA and COMT, "being the ones linked to the entire useful life of the dopamine: its production, delivery, action in the presence of receptors and destruction," adds the author. The incidence of the two families of genes has been analysed in two groups of population samples: 1-excessive consumers and 2-patients with dependence.

Among the excessive consumers, polymorphisms that significantly increase the risk associated with the hazardous intake of this substance were found in the ADH1B and DRD2 genes for both sexes and in the MAOA gene in women only. The analysis of the environmental variables together with the hazardous intake of alcohol displayed a high-risk profile: men, smokers, heavy consumers of meat and low consumers of fruit and vegetables, with occupations not requiring a high level of qualifications and physically not very active.

On the other hand, a significant association of alcohol dependence with polymorphisms in genes of the metabolism and dopaminergic route was observed with an SNP of the ADH1B gene in both sexes and with SNPs of TH, COMT, DRD2 in men only, whereas the association with DRD3 occurred in women alone.

The study of excessive consumers was carried out on a sample of 1,533 individuals (653 cases and 880 controls) originating in the EPIC (European Prospective Investigation into Cancer and Nutrition) project, of whom half were men and the other half women. The critical value of inclusion in this group was the intake of alcohol in excess of 70 g/day in men and 42 g/day in women, values very similar to the WHO classification for the group of "individuals with hazardous intake".

The large size of the sample enabled stratification by sex and adjustment by environmental variables which affect alcohol intake to be done, "which makes the results obtained highly reliable," explains Celorrio. "Until now, the Spanish Caucasian population has been studied by means of small samples and with very few women," he adds. The results relating to the metabolic genes have been published in the journal Addiction.

Due to obtainment difficulties, in the study on patients with dependence it was not possible to have such a large sample, so the author prudently stresses that the results obtained are not so conclusive. The gathering of these samples was conducted in collaboration with various alcoholism treatment centres: the Psychiatric Hospital of Vitoria-Gasteiz, the mental health clinics Novia Salcedo and Uribe-Kosta in Bizkaia, the Hospital Donostia in Donostia-San Sebastian and the Zuria Outpatients' Hospital for Drug Dependence in Iruea-Pamplona, and were compiled over more than three years.

Oil spill firm to pay $400 million to fix Gulf coast

The Deepwater Horizon spill has just provided a $400-million windfall for Louisiana's environment. Transocean, which worked with BP on the stricken Macondo well, pleaded guilty last week to a violation of the US Clean Water Act, and admitted that it was negligent in the 2010 spill. The resulting multimillion-dollar fine will be used to pay for a host of environmental projects around the Gulf of Mexico.

It is the second largest fine for environmental damage in history, after the $4.5-billion fine BP had to pay out for the same spill. Transocean has two years to pay up in full.

The National Academy of Sciences (NAS) will get $150 million, and another $150 million will go to the National Fish and Wildlife Foundation (NFWF), a non-profit based in Washington DC. The NAS will use its portion to research oil-spill prevention and better ways to respond to spills. The NFWF's Timothy DiCintio says it will distribute its award between the affected Gulf Coast states, for ongoing remediation efforts such as marsh and wetland clean-up.

The remainder of the money will go directly to Louisiana's $50-billion Coastal Master Plan, which aims to restore the state's degraded coastline. The money will fund a host of projects, including restoring barrier island reefs and creating diversions on the Mississippi to repair eroded coasts.

"The way Louisiana looks at it, their coastal problems are so pervasive that the degradation from the spill was a final indignity," says DiCintio. The modifications should not only allow the state to rebuild after the lingering effects of the spill and hurricane Katrina, but also help the coast cope with future disasters.

Russian region begins recovery from meteor fall

CHELYABINSK, Russia (AP) ? A small army of workers set to work Saturday to replace the estimated 200,000 square meters (50 acres) of windows shattered by the shock wave from a meteor that exploded over Russia's Chelyabinsk region.

The astonishing Friday morning event blew out windows in more than 4,000 buildings in the region, mostly in the capital city of the same name and injured some 1,200 people, largely with cuts from the flying glass.

Fifteen of the injured remained hospitalized on Saturday, one of them in a coma, the regional health ministry said, according to the Interfax news agency.

Regional governor Mikhail Yurevich on Saturday said damage from the high-altitude explosion ? estimated to have the force of 20 atomic bombs ? is estimated at 1 billion rubles ($33 million). He promised to have all the broken windows replaced within a week.

But that is a long wait in a frigid region. The midday temperature in Chelyabinsk was minus-12 C (10 F), and for many the immediate task was to put up plastic sheeting and boards on shattered residential windows.

More than 24,000 people, including volunteers, have mobilized in the region to cover windows, gather warm clothes and food and make other relief efforts, the regional governor's office said. Crews from glass companies in adjacent regions were being flown in.

In the town of Chebarkul, 80 kilometers (50 miles) west of Chelyabinsk city, divers explored the bottom of an ice-crusted lake looking for meteor fragments believed to have fallen there, leaving a six-meter-wide (20-foot-wide) hole. Emergency Ministry spokeswoman Irina Rossius told Russian news agencies the search hadn't found anything.

Police kept a small crowd of curious onlookers from venturing out onto the icy lake, where a tent was set up for the divers.

Many of them were still trying to process the memories of the strange day they'd lived through.

Valery Fomichov said he had been out for a run when the meteor streaked across the sky shortly after sunrise.

"I glanced up and saw a glowing dot in the west. And it got bigger and bigger, like a soccer ball, until it became blindingly white and I turned away," he said.

In a local church, clergyman Sexton Sergei sought to derive a larger lesson.

"Perhaps God was giving a kind of sign, so that people don't simply think about their own trifles on earth, but rather look to the heavens once in a while."
